De recente Microsoft-kwestie rond Isra\u00ebl legt pijnlijk bloot hoe afhankelijk staten zijn geworden van commerci\u00eble infrastructuur. Digitale autonomie blijkt geen technische ambitie, maar een politieke noodzaak.<\/strong><\/span><\/p>\n

Afgelopen maand trok Microsoft in Seattle de stekker uit een Azure-account van de Isra\u00eblische inlichtingendienst Unit 8200<\/strong> \u2014 de militaire evenknie van de NSA.<\/span> Interne protesten van medewerkers dwongen de directie tot dit besluit: Isra\u00ebl gebruikte via Azure het telefoonverkeer in Gaza om doelwitten te analyseren.<\/span> Die data stond in het Microsoft-datacenter in de Wieringermeer.<\/span><\/p>\n

Daarmee is \u00e9\u00e9n aanname definitief doorgeprikt: dat een buitenlandse cloudprovider ooit een betrouwbare basis kan vormen voor nationale soevereiniteit.<\/span> Vanaf nu moeten overheden beloften van leveranciers zien voor wat ze zijn \u2014 marketing, geen macht.<\/span> De kill switch is niet hypothetisch, maar onvermijdelijk.<\/strong><\/span><\/p>\n

Een beslissing in Redmond met wereldwijde gevolgen<\/span><\/h3>\n

Zoals Dion Wiggins<\/strong><\/a> beschrijft, had Microsoft uiteindelijk geen keus.<\/span> De directie zette 11.500 terabyte aan Isra\u00eblische militaire inlichtingen offline.<\/span> De servers in Nederland vielen volledig onder Amerikaans beheer.<\/span> Isra\u00ebl probeerde nog in enkele dagen over te stappen naar AWS,<\/span> maar ook daar geldt: de schakelaar is in handen van de leverancier, niet van de klant.<\/span><\/p>\n

Eerder stelde Kamerlid Christine Teunissen (PvdD) al vragen aan minister Veldkamp<\/span> over de aanwezigheid van deze militaire data op Nederlandse bodem.<\/span> Zijn antwoord \u2014 \u201cwe gaan dit verder onderzoeken\u201d \u2014 markeert het eerste moment<\/span> dat een Europese regering zich mengde in de inlichtingenoperaties van een bondgenoot<\/span> die volledig via een buitenlands commercieel platform liepen.<\/span><\/p>\n

Het eerste schaap over de dam<\/span><\/h3>\n

Microsoft-president Brad Smith verwoordde het kernachtig:<\/span> \u201cMicrosoft is geen regering of land. Wij zijn een bedrijf.\u201d<\/span><\/p>\n

Dat klinkt logisch, maar de implicatie is verontrustend.<\/span> Voor het eerst in de geschiedenis schortte een groot Amerikaans technologiebedrijf zijn diensten aan Isra\u00ebl op<\/span> tijdens een militair conflict \u2014 niet door sancties of politiek, maar door intern beleid.<\/span> Daarmee bleek dat een acceptable use policy<\/em> zwaarder kan wegen dan een defensieverdrag.<\/span><\/p>\n

Microsofts onderzoek wees uit dat het Isra\u00eblische ministerie van Defensie<\/span> Azure-opslag en AI-diensten in Nederland gebruikte.<\/span> Tegelijk stelde het bedrijf dat het deze conclusie trok<\/span> \u201czonder toegang te hebben tot klantcontent.\u201d <\/span>Slechts een geruststelling op papier \u2014<\/span> want wie infrastructuur beheert, bezit in de praktijk altijd de macht om die af te sluiten.<\/span><\/p>\n

Waar ligt de macht \u00e9cht?<\/span><\/h3>\n

Het incident legt een ongemakkelijke waarheid bloot.<\/span> Alle Europese initiatieven rond digitale soevereiniteit,<\/span> van de AVG<\/strong> tot nationale cloudstrategie\u00ebn,<\/span> zijn gebouwd op de fictie dat wetgeving boven technologie staat. <\/span>In werkelijkheid ligt de macht bij wie de servers en storage beheert \u2014 niet bij wie wetten schrijft.<\/span> Cloudproviders opereren buiten nationale jurisdictie<\/span> en kunnen met \u00e9\u00e9n besluit de machtsverhoudingen tussen staten veranderen,<\/span> zonder juridische gevolgen.<\/span><\/p>\n

Soevereiniteit is geen onvervreemdbaar recht meer,
\nmaar een herroepbaar privilege
\nafhankelijk van het bedrijfsbeleid in een ander land.<\/strong><\/span><\/p>\n

De les is hard, maar helder<\/span><\/h3>\n

Nationale veiligheid rust op infrastructuur buiten nationale controle.<\/span> De technische kill switch<\/em> is niets meer dan het intrekken van inloggegevens \u2014<\/span> een simpele handeling met geopolitieke gevolgen. <\/span>Geen verzekering dekt dit risico.<\/span> Geen compliance-programma voorkomt het.<\/span> Dit is geen cyberdreiging, maar een structurele afhankelijkheid<\/span> die overheden zelf hebben geaccepteerd.<\/span><\/p>\n

De conclusie is onontkoombaar:<\/span> de macht over onze data, onze diensten en zelfs onze defensie<\/span> ligt niet langer bij staten, maar bij de bestuurskamers van een handvol bedrijven.<\/span> En hun besluiten zijn niet democratisch, maar commercieel.<\/span><\/p>\n

Van centralisatie naar weerbaarheid<\/span><\/h3>\n

Zoals Dion Wiggins scherp concludeerde:<\/span> \u201cMicrosoft did not just lose credibility; it detonated the very assumption that foreign cloud can be trusted to underpin sovereign power. From this point forward, every government must treat vendor promises as worthless \u2014 and the kill switch as inevitable.\u201d<\/span><\/p>\n

Alle gecentraliseerde clouds delen diezelfde achilleshiel:<\/span> \u00e9\u00e9n beslispunt, \u00e9\u00e9n kwetsbaarheid. <\/span>Precies daarom zijn open-source<\/strong> en gedecentraliseerde Web3-ontwikkelingen<\/strong> zo cruciaal.<\/span> Ze maken het mogelijk om gebruik te maken van de rekenkracht van het wereldwijde netwerk,<\/span> terwijl essenti\u00eble data en processen veilig binnen de eigen jurisdictie blijven.<\/span><\/p>\n

Decentralisatie is daarmee niet alleen een technologische keuze,<\/span> maar een strategische:<\/span> ze herstelt de balans tussen macht en afhankelijkheid.<\/span> Wie controle wil behouden over nationale data en kritieke infrastructuur,<\/span> zal die moeten verankeren in open, verifieerbare en soevereine technologie.<\/span><\/p>\n

In mijn eerdere blogs<\/a> over digitale autonomie<\/strong>,<\/span> Web3-soevereiniteit<\/strong> en de rol van trustless infrastructuren<\/strong>,<\/span> heb ik vaker gewezen op dit omslagpunt.<\/span> We zien dagelijks hoe kwetsbaar de digitale samenleving is geworden:<\/span> ransomware-aanvallen die ziekenhuizen en autoproducenten platleggen,<\/span> cyberaanvallen op energie- en transportsystemen <\/span>en nu ook bestuursbesluiten in Seattle die hele inlichtingenoperaties kunnen stilleggen.<\/span><\/p>\n

Deze continue stroom van incidenten is geen toevallige reeks storingen,<\/span> maar een structureel falen van centralisatie als architectuurprincipe.<\/span> De huidige cloudmodellen zijn gebouwd voor effici\u00ebntie en schaal,<\/span> niet voor soevereiniteit en continu\u00efteit.<\/span> En precies dat zien we nu terug in een wereld<\/span> waar digitale afhankelijkheid een strategisch risico is geworden.<\/span><\/p>\n

Dion Wiggins werkt aan zijn drieluik The Digital Sovereignty Imperative<\/strong>,<\/span> waarin hij de kernvraag stelt die ons allemaal raakt:<\/span> hoe behouden naties hun autonomie in een digitale wereld<\/span> die wordt bestuurd door private infrastructuur?<\/span><\/p>\n

Ik heb op zijn vraag aan mij toegezegd zijn werk te reviewen \u2014<\/span> niet alleen omdat het een belangrijk boek wordt,<\/span> maar omdat dit debat nu, vandaag, gevoerd moet worden.<\/span><\/p>\n

The unexpected fragility of the cloud<\/span><\/h2>\n

The recent Microsoft\u2013Israel case painfully exposes how dependent nations have become on commercial infrastructure. Digital autonomy is no longer a technical goal \u2014 it\u2019s a political necessity.<\/strong><\/span><\/p>\n

Last month, Microsoft in Seattle pulled the plug on an Azure account used by Israel\u2019s intelligence unit Unit 8200<\/strong> \u2014 the military equivalent of the NSA.<\/span> Employee protests forced the company\u2019s leadership to act: Israel had been using Azure to track and analyse phone traffic in Gaza.<\/span>
That data was hosted in Microsoft\u2019s data centre in the Netherlands.<\/span><\/p>\n

This single decision shattered a key assumption:<\/span> that a foreign cloud can ever be trusted to underpin sovereign power.<\/span> From this point forward, governments must see vendor promises for what they are \u2014 marketing, not authority.<\/span> The kill switch is not hypothetical. It\u2019s inevitable.<\/strong><\/span><\/p>\n

A decision in Redmond with global consequences<\/span><\/h3>\n

As Dion Wiggins<\/strong><\/a> details, Microsoft ultimately had no choice.<\/span> The company shut down 11,500 terabytes of Israeli military intelligence data.<\/span> The Dutch servers were fully under U.S. control \u2014 outside the authority of both Israel and the Netherlands.<\/span> Israel quickly attempted to migrate to AWS,<\/span> but there too, the power to switch off remains in the hands of the provider.<\/span><\/p>\n

Earlier, Dutch MP Christine Teunissen<\/strong> had already questioned the government<\/span> about the presence of Israeli defence data on Dutch soil.<\/span> The response \u2014 \u201cwe will look into this further\u201d \u2014<\/span> marked the first time a European government interfered<\/span> in an allied intelligence operation mediated entirely by a foreign company.<\/span><\/p>\n

The first domino<\/span><\/h3>\n

Microsoft President Brad Smith<\/strong> put it plainly:<\/span> \u201cMicrosoft is not a government or a country. We are a company.\u201d <\/span>That may sound reasonable \u2014 yet the implications are alarming.<\/span> For the first time in history, a major U.S. tech company suspended services to Israel<\/span> during a military conflict \u2014 not because of politics or sanctions,<\/span> but because of its own internal policies.<\/span><\/p>\n

Microsoft\u2019s investigation confirmed that Israel\u2019s Ministry of Defence<\/span> used Azure storage and AI services in the Netherlands,<\/span> but claimed to have reached these conclusions<\/span> \u201cwithout access to customer content.\u201d <\/span>A comforting phrase on paper \u2014<\/span> but anyone managing infrastructure knows what that really means:<\/span> the one who owns the servers, owns the switch.<\/span><\/p>\n

Where does power really reside?<\/span><\/h3>\n

This incident exposes a harsh truth.<\/span> All European \u201cdigital sovereignty\u201d initiatives \u2014<\/span> from the GDPR to national cloud strategies \u2014<\/span> are built on the illusion that law outranks technology. <\/span>In practice, power lies with whoever controls the infrastructure,<\/span> not with whoever drafts the legislation.<\/span> Cloud providers operate outside national jurisdiction<\/span> and can alter power dynamics between allied nations with a single decision \u2014<\/span> without legal consequence or government oversight.<\/span><\/p>\n

Sovereignty is no longer an inalienable right,
but a revocable privilege, contingent on corporate policy.<\/strong><\/span><\/p>\n

The hard, clear lesson<\/span><\/h3>\n

National security now rests on infrastructure beyond state control.<\/span> The technical kill switch<\/em> is nothing more than the revocation of credentials \u2014<\/span> a simple act with global consequences.<\/span><\/p>\n

No insurance policy covers this risk.<\/span> No compliance framework prevents it.<\/span> This isn\u2019t a cybersecurity issue \u2014<\/span> it\u2019s a structural dependency that governments themselves have chosen.<\/span><\/p>\n

The conclusion is clear:<\/span> the power over our data, our services, and even our defence<\/span> no longer lies with nations, but with boardrooms.<\/span> And their decisions are not democratic \u2014 they\u2019re commercial.<\/span><\/p>\n

From centralization to resilience<\/span><\/h3>\n

As Dion Wiggins wrote:<\/span>
\u201cMicrosoft did not just lose credibility; it detonated the very assumption that foreign cloud can be trusted to underpin sovereign power.\u201d <\/span>All centralized clouds share that same Achilles\u2019 heel:<\/span> a single point of decision \u2014 a single point of failure.<\/span><\/p>\n

That\u2019s why open-source<\/strong> and decentralized Web3 architectures<\/strong> are so essential.<\/span> They allow nations and organizations to harness global computing power<\/span> while keeping their critical data and processes safely geo-fenced<\/span> under their own jurisdiction.<\/span><\/p>\n

Decentralization is not just a technical evolution;<\/span> it\u2019s a strategic imperative.<\/span> It restores balance between dependence and control.<\/span> If you want to retain sovereignty,<\/span> you must anchor it in open, verifiable, and sovereign technology.<\/span><\/p>\n

In my earlier blogs<\/a> on digital <\/strong>autonomy<\/strong>,<\/span> Web3 sovereignty<\/strong>, and trustless infrastructures<\/strong>,<\/span> I\u2019ve repeatedly pointed to this same turning point.<\/span> We now face daily reminders:<\/span> ransomware shutting down hospitals,<\/span> cyberattacks on energy and transport systems,<\/span> and boardroom decisions that can halt intelligence operations overnight.<\/span><\/p>\n

This constant stream of crises is not random \u2014<\/span> it\u2019s the direct result of an architecture built for efficiency, not resilience.<\/span> And it proves that digital dependency has become<\/span> a strategic vulnerability on a global scale.<\/span><\/p>\n

Dion Wiggins is now working on his three-volume work<\/span> The Digital Sovereignty Imperative<\/strong>,<\/span> a project that asks the question that matters most:<\/span> how can nations remain autonomous in a world<\/span> where critical infrastructure is privately owned?<\/span><\/p>\n
