Bronarchivering: archiveren zodra informatie gereed is

Zie bijvoorbeeld Bronarchiveren is duurzaam.

Welke versie was geldig?

————————— Translated by ChatGPT —————————

Digital Records Management: Archiving Shouldn’t Start Twenty Years Later

From paper filing cabinets to a digital memory

A household is more than a house inhabited by people. It is also the collection of activities that keeps everyday life running: shopping, cooking, cleaning, putting things away, and making sure everything continues to work as it should. In Dutch, we call this huishouding — a word that encompasses the organization and ongoing management of a household.

It is a typically Dutch concept, and we use it well beyond the home. We talk about financial management, business operations, and increasingly, informatiehuishouding: the way an organization manages its information. In each case, the underlying principle is the same: organizing, maintaining, and taking care of something so that it continues to function properly.

But what about our archival housekeeping? And more importantly, what changes when information is no longer recorded on paper but created, stored, and used digitally?

Information and its carrier were once inseparable

For centuries, information was inseparably linked to the physical medium on which it was recorded. To preserve the information, you had to preserve the medium itself. Whether it was a clay tablet, a parchment scroll, or a paper document, the information was physically embedded in or on the material.

Archives were therefore primarily physical collections. Documents were stored in folders and filing cabinets and eventually transferred to dedicated archival repositories. Properly cared for, they could survive for centuries.Digitalization has fundamentally changed this relationship.

Digital information is no longer tied to a single physical carrier. Data can be copied, moved, transformed, and stored on many different media. As a result, information can outlive the systems and applications in which it was originally created. And that is where the problem begins.

A document may still be sitting safely on a hard drive long after the application used to create it has disappeared. A database may still exist, but without its original data model, nobody may know exactly what its fields mean. A file may be technically readable while its actual content has become incomprehensible. Preserving data is not the same as preserving information.

To keep information accessible over the long term, we must preserve more than bits and bytes. We must also retain meaning, context, provenance, and relationships between data elements. And we must ensure that future generations can still read and interpret what we have preserved. This requires a different approach to archival management.

The twenty-year legacy of paper archives

Our traditional approach to archiving was shaped by the paper-based world. Documents were kept in working files and filing cabinets while an organization used them. Only later were they formally transferred to an archival institution.

The familiar twenty-year period for transferring records to an archival repository reflects this historical practice. Dutch archival legislation, of course, covers more than this deadline: creating and managing records, preserving them, and transferring them to an archival repository are distinct activities.

Modernization of the Dutch Archives Act is reducing the transfer period to ten years. That is an important step, but it does not solve the underlying problem.

Why should we wait for a statutory transfer deadline before ensuring the long-term preservation of digital information? Why allow information to remain scattered for years across applications, databases, network drives, and other digital silos, only to treat it as archival material much later?

A digital document does not have to be removed from its original environment to be preserved sustainably. Nor does archiving have to mean that information becomes inaccessible for everyday use. Instead, we can assign information a formal archival status, together with the appropriate safeguards, as soon as it becomes final.

Source archiving: preserve information when it is finalized

This brings us to the concept of source archiving, a subject I have written about extensively. See, for example, Source Archiving Is Sustainable. The principle is straightforward: when a document, dataset, or other information product is formally released, its long-term preservation should begin as well.

An approved engineering drawing, an adopted decision, or a finalized dataset is no longer just a working file. From that moment on, it becomes an information product that people and organizations must be able to trust. Its formal status, version, provenance, and relevant metadata must therefore be recorded. We must also establish how long it should be retained, who may access it, and how it will remain readable and interpretable in the future.

This does not mean that every file should be kept forever. Digital archiving still requires selection, retention periods, and responsible disposal. It does mean that preservation must become an integral part of the information lifecycle, rather than a process that starts years after the information was created.

Source archiving is not a separate legal category that replaces existing archival requirements. It is a practical and technical approach that helps organizations achieve the objectives of sustainable digital preservation.

What the aerospace industry learned decades ago

For me, this is not a new idea. In aerospace, we had to think about the long-term availability of digital product information decades ago. Aircraft must remain safe to fly for many decades, often long after the original design software, computer systems, and suppliers have disappeared. Released designs, configurations, and engineering changes must remain verifiable many years later. Which version was valid? Which components belonged to a particular configuration? Which requirements and decisions formed the basis of the design?

Already in the 1990s, international initiatives were developing standards and methods for managing product information throughout its lifecycle. During my career in aerospace, I participated in the PLCS initiative — Product Life Cycle Support — including through a NATO project. Industry, defense organizations, and software vendors worked together to standardize how product data could be represented and exchanged.

This work was connected to the ISO 10303 family of standards, also known as STEP, and to the development of CALS: Computer-aided Acquisition and Life-cycle Support. The lesson is important. Long-term digital preservation is not simply a matter of storage capacity. It requires agreed ways of representing data structures, meaning, versions, relationships, and the context in which information was released. In other words, information must not merely survive. It must remain recognizable and usable as a trustworthy information product.

Tackling the backlog while building for the future

Government organizations now face a dual challenge. First, they must make large volumes of existing digital information accessible and manageable. Information is scattered across legacy applications, databases, network drives, and systems that may no longer have been actively used for years. Some of this information is barely known to exist or can no longer be found through normal processes.

This hidden information is often referred to as dark data. Second, organizations must prevent the same backlogs from accumulating again. That requires two complementary approaches: recovering and unlocking existing information, while structurally embedding source archiving into the creation and release of new information products.

This is also the thinking behind Archon. It helps organizations address archival backlogs, discover and unlock hidden digital information, and establish the foundations for a future in which information can be preserved sustainably from the moment it is released. We do not necessarily have to replace every existing system before we can make progress. We can start by finding, understanding, and responsibly managing the information we already have. At the same time, we can redesign new processes to prevent the same problems from recurring.

A new approach to digital archival management

Ultimately, the heart of this transformation is not technical but organizational. Good household management means not waiting until clutter has accumulated everywhere. We put things in the right place from the beginning, know what we keep, and make sure we can find what we need when we need it.

Why should we treat our digital information any differently? Industry has demonstrated that long-term digital preservation is achievable when information is treated as an independent, manageable product. Government can learn from this experience — not by simply transferring paper-based archival practices into digital systems, but by rethinking the underlying principles.

Digital archival management should not begin ten or twenty years later. It should begin as soon as information acquires value that we need or are required to preserve.
